Mr. Balter is a partner and co-founder of The Ulysses Advisory Group, which is the successor to The Ulysses Group that was founded in 1990 by Mr. Farmer and Mr. Balter.  For the last 30 years, Mr Balter has been involved in finance for emerging growth companies and research institutes.  Prior to that, he was involved in finance and corporate finance with Citicorp, W.R. Grace and Kidder Peabody & Co.  He has been an investment banker, venture capitalist, strategic advisor and an operating officer during that time. Besides Ulysses, Mr. Balter worked in Investment Banking for Robertson Stephens & Co. and Punk Ziegel & Co., and as a venture capitalist as founder and managing partner for The New Zealand Seed Fund.  He has been an operating officer (CEO or CFO) and founder of Obesys Ltd. (in partnership with Dr. Hentschel and Mr. Farmer), Physiome Sciences Ltd., Neuren Pharmaceuticals Ltd. and Endocrinz Ltd., and as CFO for Wound Care Specialists, LLC, where he helped the Company transition from a small privately owned entity to its sale to a large private equity firm at a very attractive valuation.  For the last year, he has been a Partner with TechCXO, providing finance and advisory services to emerging growth companies.

Mr Balter’s experience centers within the US, Europe and Australasia.  He has served as an advisor to Boards of Directors, CEOs and senior management teams.  Mr. Balter’s core expertise is in the area of equity financing, mergers & acquisitions and business strategy, and he has assisted over 40 private companies as well as over a hundred public companies in obtaining financing.

He and Mr. Farmer founded and managed The New Zealand Seed Fund. During that time, they formed and funded three biotechnology companies, one of which is public on the NZX (New Zealand), one of which is public on the ASX (Australia) and one of which was acquired; and two software companies, one in disease management and the other in computer security.  The NZ Seed Fund founded and developed two of the three largest biotechnology companies founded in New Zealand and based on New Zealand science.

Ulysses began developing new entities from University technologies, including ObeSys Ltd., and Physiome Sciences, Inc., where Mr. Balter served as CEO until 1997, and various services companies including Professional Employer Services (a business services company) and Ramsay Managed Care (for an Australian entrepreneur).  Mr. Balter has worked with a number of companies from formation stages through their public offering, including Medicis Pharmaceutical, US BioSciences and Advanced Radio Telcom.

Mr. Balter began his career in investment banking thirty years ago with Robertson Stephens and Company, one of the leading underwriters of emerging growth stocks.  During that time he acquired extensive experience with mergers and acquisitions and public offerings and private placements of equity.  Mr. Balter had been a Managing Director of Punk Ziegel & Company’s health care practice that is focused on biotechnology, genomics and health care information systems.  Prior to Punk Ziegel, he was a managing director of Aurora Capital where he focused on early stage biotechnology companies. 

Mr. Balter received his BS in Biochemistry from Columbia University and an MBA in Finance from New York University.  Mr. Balter is a native of New York City and currently resides with his wife in central Florida.
